Senseny/Eastern Frederick Urban Area Plan
The Senseny/Eastern Frederick Urban Areas Plan provides an exciting opportunity for the community to participate in and guide the future growth, development, and redevelopment of this urbanizing area of the county. Residents can craft a plan that is proactive and creative, meet anticipated growth demands, and maintain a high quality of life for the future.
The Senseny/Eastern Frederick Area is home to many families and successful businesses, and contains some of the areas most accessible natural resources, environmental features, and public facilities. Help improve upon the livability of this area by participating in a Working Group.
The SEFUAP is approved by the Frederick County Board of Supervisors!
On June 13th, 2012, the Frederick County Board of Supervisors held a public hearing and subsequently approved the Senseny/Eastern Frederick Urban Area Plan.
Previously, the Frederick County Planning Commission held a public hearing on the Draft Senseny/Eastern Frederick Urban Area Plan on May 16, 2012 and unanimously recommended that the Board of Supervisors approve the Senseny/Eastern Frederick Urban Area Plan.
The Plan contains four maps and a narrative text that covers the following areas: Urban Areas and Residential Development, Business Development, Transportation, and Natural Resources, Historic Resources, and Public Facilities, and is an update to Appendix I of the 2030 Comprehensive Plan and the Eastern Frederick County Long Range Land Use Plan, a component of the 2030 Comprehensive Plan.

The public outreach and involvement for this project was broad and successful. This Plan represents the work of a large number of citizen volunteers who worked collaboratively over several months. The results of their efforts are greatly appreciated.

PUBLIC REVIEW & INPUT MEETING
A Public Review and Input Meeting for the Senseny/Eastern Frederick Urban Area Plan was held on March 21, 2012.
At the meeting, the draft Senseny/Eastern Frederick Urban Area was presented. This draft Plan represents the work of a large number of citizen volunteers who have been working over the past several months in collaboration with each other. A review of the study and the work that has been completed by the Working Groups and Facilitator Group was provided. Support for the study continues.
- Planning Commission and Board of Supervisor Discussions.
The Draft Senseny/Eastern Frederick Urban Area Plan was presented to the Frederick County Planning Commission as a discussion item at their April 18, 2012 meeting, and to the Board of Supervisors as a discussion item at their April 25, 2012 meeting. The Board of Supervisors directed staff to move the Draft Senseny/Eastern Frederick Urban Area Plan through the public hearing process.

The SEFUAP Facilitator Group is working hard to compile a draft plan based upon the efforts of the Working Groups!
The Facilitator Group has met on several occasions over the last month in an effort to consolidate the input of each of the working groups into a draft version of the Senseny/Eastern Frederick Urban Areas Plan. The group has identified areas for collaboration, attempted to resolve areas of difference, and has looked for opportunities to enhance the work completed to date. The Facilitator Group is scheduled to meet on January 26 and February 1, 2012. As in the past, the meetings are at 7 p.m. in the Board of Supervisors Meeting Room at the County Office Building.

The SEFUAP Working Groups have gotten off to a great start!
Each of the working groups have had two meetings to date with the Urban Areas and Residential Development and Business Development working groups meeting on Wednesday evenings at member's homes and places of business. The Transportation working group has been meeting on Wednesday evenings at the County Office Building, and the Natural Resources, Historic Resources, and Public Facilities working group has been meeting on Thursday mornings, also at the County Office Building.
Facilitator Group Meeting: 11/2/2011 at 7 p.m. in Board of Supervisors Meeting Room
A meeting of the Senseny/Eastern Frederick Urban Areas Plan Facilitator Group will be held on November 2, 2011 at 7 p.m. in the Board of Supervisors meeting room. This meeting will provide an opportunity for the facilitators to evaluate the progress of their respective working groups and identify areas for collaboration between the working groups. At this point, the working groups will be approximately half way through their time.
October 5, 2011 - Public Meeting - Working Groups
Two Public Introduction meetings were held in September to introduce the study, seek early input, and to encourage participation in the study and working groups.

And we are not just making words here! This is a very exciting study because the area encompasses so much living, balance and potential. And we are asking the area's citizenry through working groups to be proactive as to what the next 20 years will bring to the area. Future growth, current patterns, and redevelopment will be some of the subjects you will consider. Create, meet anticipated growth demands, and continue working on future life quality. Millbrook High School students will also be participating in shaping the future of their community!!

Study Area Information
Study Area Boundary Description
This effort will encompass the area generally east of the City of Winchester along Senseny Road to the Clarke County line and from Redbud Run creek in the north to the Opequon Creek in the south.
The study area includes the Route 7, Route 50, Route 522 Business Corridor Plans, Red Bud, Shawnee Magisterial Districts and a small portion of the Stonewall Magisterial District.
