Structure Numbering Principles and Guidelines

Each and every structure, whether it is a residential, educational, religious, business, agricultural, or commercial use that is occupied full or part time by humans must be assigned a structure address. This address shall consist of a number and road name solely assigned to each structure. These numbers may not be moved unless the structure is moved and uses the same original entrance from the named road involved.

Each and every structure that is assigned should have a serviced phone connection to make it a valid E-911 address.

Any roadway either public or private that serves four or more addressable structure must go through the road naming process and each and every structure must receive an individual address.

General Structure Numbering Principles and Guidelines:

--Frederick County shall use a modified Uniform Measuring system.
--Each roadway shall have a centerline with tick marks provides every 20 feet of road space. The beginning point shall be determined by the following criteria:
1.The end closed to the system center point designated as the intersection of Loudoun Street and Boscawen Street in the City of Winchester.
2.The entrance from a major or state-numbered road.
3.The entrance closest to the main subdivision entrance.
--Numbering for each street will begin at 100, with even numbers on the right-hand side and odd numbers on the left-hand side.
--Numbers shall increase from the starting point at the entrance of the roadway.
--Roads that have a double cul-de-sac or "T"; shaped double dead end shall have numbering that starts at the end of the cul-de-sac closest to the center point of the numbering system.
--A private road may have three, or a maximum of 4 addressable structures with individual numbers assigned from the entrance before requiring a new road name and additional numbering. These numbers assigned to a private drive from the entrance shall increase in number as they go back. (Lowest number to the front and highest number to the back.)
--Numbers will be assigned by alignment of the front or main entrance perpendicular to the named road. If the structure is more than 50' from the assigned road way, the number shall be assigned by the entrance of the drive way to the structure .
--Mobile home parks, apartments, mini-warehouses and complexes with a main office, serving multiple structure with one street entrance and one landowner will be assigned one number to the office. Additional structures will shall have a suffix of apartment, unit, suite, or trailer, i.e. 1123 Willow, Suite 15.
--Single structures with multiple occupants shall have one number for the main entrance and all other occupancies shall have a suffix of Apt.(apartment) or suite. An example would be an old house with a business on the first floor and two apartments on the second floor.(i.e. 101 Thompson Ave.; 101 Thompson Ave., Apt. 2; 101Thompson Ave., Apt. 2)
--Alphabetical or numerical hyphenations will not be accept by the Postal Service. (i.e. 101-1)
--Small lot subdivisions shall have consecutive structure number assignment. During the subdivision phase of the subdivision process, lots will be assigned a "preliminary number for planning purposes, but shall not become official until the structures are built."
--Corner lots with two or more possible named road frontages shall be assigned preliminary numbers for each street facing. Upon construction of the building, the number will be permanently assigned from the named road which the front of the structure faces.
