Frederick County does not have a centralized purchasing department; however, the Finance Department assists the County in purchasing required goods and services in conformance with the Virginia Public Procurement Act and the Board of Supervisors Policies and Regulations.

Purchases in the amount of $50,000 or greater for goods and non-professional services and $50,000 or greater for professional services require formal procurement through advertised sealed competitive bidding. Proposal notices will appear in a local newspaper ten (10) days prior to the date set to receive proposals. Bid notices will be posted on eVa.

As of November 10, 2008, Frederick County will be using eVa, the Commonwealth of Virginia's electronic procurement portal. eVA is a web-based purchasing system used by Virginia government. State agencies, colleges, universities and many local governments use eVA to announce bid opportunities, invite bidders, receive quotes, and place orders for goods and services.This system brings together an extensive database of government agencies and vendors which enables us to improve service by providing instant access to IFB/RFP information via the web 24 hours a day.

Registration with eVa is recommended, but, at this time, not a condition of being a vendor for Frederick County (see vendor registration tab). Vendors can search for current solicitations in eVa without being registered. The benefits of being a registered eVa vendor include:

  • Be notified of all bid opportunities from over 740 government agencies and localities in the State of Virginia.
  • Receive bid notices automatically via fax or email.

All vendors interested in doing business with Frederick County should register with eVA, the Commonwealth of Virginia's electronic procurement portal, eva.virginia.gov . At this time, registration with eVA is not a condition of being a Frederick County vendor; however, it will be a requirement in the future. Vendors can search for current solicitations in eVA without being registered.

Frederick County uses eVA to:

  • Prepare bidders lists for formal solicitations;
  • Distribute notices of formal solicitations;

Procurement must be conducted in a fair and impartial manner. Impropriety or the appearance of impropriety must be avoided.

The use of vendors (other than compensated consultants) to write specifications or scopes of services is discouraged because it gives that vendor an unfair advantage and increases the likelihood of restrictive specifications. If assistance is provided by the vendor, the requesting agency must include the vendor's name, address, and description of the assistance given with the Requisition for Purchase Order or other bid or proposal document.

If you have official responsibility for procurement transactions, you or your immediate family may not be employed by a vendor involved in the procurement transaction, own or control an interest of more than five percent (5%) of the business of a vendor in the procurement transaction, have personal interest in the procurement transaction, negotiate or have an arrangement for potential employment with the vendor involved in the procurement transaction, and/or accept any payment or gift from a vendor involved in the procurement transaction.
